He rejected me, but still stares at me. Why?

So I started liking this guy randomly at work one day. I started a conversation with him and right off the bat I knew I was definitely crushing. So another day I started a conversation with him then later on that day, I came to him and asked him for his Instagram, he said that he doesn’t have Instagram. Then I asked for his number and he said that he will get to me by the end of the day. When I asked him all of this, he started giggling and blushing, and said you want my phone number? So by the end of the day, he got back to me and told me that he doesn’t have Instagram because it’s distracting then he tells me that he doesn’t date at work because his drama, but he said that if I didn’t work here, he would date me. So a few weeks have went by and I haven’t said anything to him. Because why would I say something to him? I got my answer. I’ll look at him and then quickly look away because he stares at me so much and he makes it obvious. Even before I started liking him, he would stare at me a lot. So eventually time has went by and I decided to just start talking to him like normal. But in my head, I’m like should I even be talking to him or should I just ignore him?

Doesn’t work in my area so that’s why I asked for his number because I can’t really talk to him that much.

something tells me that he might have a girlfriend, but if he does, why not just say that?
