Today I went to a CPR training class and as I was giving mouth to mouth on a mannequin my instructor said:"poor, poor, poor mannequin im going to have to teach him to put it on better." ... was the instructor calling me ugly?

Girl, it's hard to say for sure what that instructor meant, but please don't automatically assume they were calling you ugly! From my perspective, it seems more likely they were just trying to make a silly joke to lighten the mood while you were practicing CPR.
Some possible explanations that don't imply anything about your looks:
- They could've meant the mannequin looked like it was experiencing bad/awkward chest compressions, not your appearance.
- It may have been a lame attempt at humor to ease tension, not an actual critique of you. Instructors don't always have great comedic timing!
- Your instructor probably interacts with lots of students and wasn't singling you out personally with that comment.
Unless they've given other signs of being rude or disrespectful, I wouldn't over-analyze one ambiguous joke. Chances are they weren't insulting your appearance at all.
Try to let it roll off you - you were there to learn lifesaving skills, not model CPR technique! I'm sure you did great. Don't be too hard on yourself sis. You're beautiful regardless of what some clumsy instructor says.
