Tender touches can be pretty darn confusing! It could mean he's really into you and cares about you deeply. Maybe he's shy or wants to take things slow. On the other hand, it could be just his way of being friendly. The best way to know for sure is to pay attention to other cues. Does he make eye contact? Lean in when you talk? If he seems interested in getting to know you better and the touches feel good, there's a good chance he digs you!
