I'm not a low-cut woman, but men still look at my boobs. what is the reason of this?

It's instinctual, I think. Has little to nothing to do about size. Most or many don't mind.
I had this conversation recently, me and some other male friends.

It feels like our eyes magnetically is drawn to sexually charged places like faces, boobs, butts, necks, hands, bellies, and backs. It's not something we decide to think about doing (usually), we just happen to park our eyes there, naturally.
Resisting that is either a habit or about being intellectually present, but even so, it's not like we don't notice those parts just because our eyes don't go there, if it's withing the periphery then I see it, although unfocused. It's still an itch in the back of my mind.

It's very natural and I get that it can be disrespectful, especially if it happens to be someone you don't want attention from. It might even be hard to understand, just know that it's sort of part of the nature of men and not to do with a faulty personality. In many cases it's the hand we are dealt.

Now, I'm not saying that it's excusable to stare. Just that it is understandable.. so in short.. no need to sympathize, just empathize if able.

TBH, the only reason you see guys staring at them is because they're your front-facing curve. Guys are probably also staring at your backside, which you can't see.

As I've mentioned on a couple of other posts, the "Sons of Adam" are very visual creatures, we happen to have the fun bouncy/curvy bits that are visually appealing to them. Going by the story of Adam and Eve -- very liberally translated -- God made the guy... the guy was alone and mopey... God made the girl... and the guy was happy... and the guy literally followed her trail straight out of paradise and into complete chaos.
