What are some reasons that a guy would always look away quickly when you look at him?

I know in some cases it means he is checking you out and does not want to get caught, but are there other reasons? There is a guy I work with that does this a lot. If I look at him he jerks his head in another direction. Or if he walks into the room and he sees me he will look away quickly. This happens a lot. We talk often and he is super friendly, but he has also mentioned he does not want to date so I’m confused by this behavior.

Some guys are shy and don't want to be caught staring. (This is usually the young guy, however some older guys are still shy despite their experience.)

Other guys are "the strong and silent type" and while they appreciate you, for some reason they're not super open about expressing that, so they don't (openly) let their eyes linger on you.

Many guys are also raised to believe that it's just plain old RUDE to stare (which it is).
