Hmm that does sound kind of strange, but I wouldn't jump to any conclusions yet. Boys can be so weird sometimes! Here's what I think:

- The way he was staring super intently and almost like in a trance does give me the impression he thinks you're really pretty/cute.

- The blushing emoji reaction to your skirt blowing up suggests maybe he has a little crush and wasn't expecting to see a glimpse of your legs. We're only human!

- Guys his age can still be pretty awkward and immature about showing their feelings though. So he may just be awkwardly admiring you from afar.

- Hard to say what his older coworker said to prompt it. Could've been encouraging him or just commenting on you passing by.

I'd say just play it cool for now - don't directly confront him as that may scare him off. But you can subtly smile and say hi if you catch him looking again to seem friendly.
