I like a guy who has been stalking me, what should I do?

He got my attention by stalking me. We've talked before, like a year ago and I think he remembers me as I wore a mask during covid and now I don't. Then he would say hi occasionally. But fast forward year later, he would follow behind me or shout at me from afar and scare me badly. He would wait near my building and I see him almost everyday now. He looks mentally unstable and on drugs. He once came up to me then walked away
