Why would a guy keep touching me & invading my personal space when I've told him not to?

I don't understand I've told him multiple times not to hold my hand, or to get too close to me or touch me etc. He still doesn't get it? He's always finding ways to invade my personal space or just touch me somehow.

Maybe try setting some physical boundaries if you haven’t already. To some extent, it seems as though he doesn’t take you serious. I don’t know if you actually let him hold your hand or touch even once you tell him you’re not cool with it, but those small gestures alone could make him think you’re teasing or unserious. Regardless, I’d say to set that physical boundary like slapping his hand or move it away immediately. You could raise you voice and firmly say “STOP!”, if anything that will startle him because you got loud and he doesn’t want any attention drawn or to look like he’s doing something bad.

He doesn't care about you or your boundaries. You could try taking legal action, but I don't think he's gonna get in any serious trouble for invading your personal space. You might just have to suck it up or avoid him the best you can.
