There’s some reasons. Maybe he’s flirting to see if she flirts back. He’s waiting to see if she’s into him before he makes the next move. Another reason maybe he does this to a lot of girls and it’s just how he is.
Some people also get nervous to ask someone out. If you’re into someone. Just ask him out and ask him why he’s being this way. Or express you’re interested. If he’s making you uncomfortable communicate that.
Because you're allowing him to be this way with you.
Don't let a guy hug you and be all over you if he hasn't asked you out...
