Help me out with this dude?

A guy I know he is always kind, very sweet and seems to be a good friend. I know him through my family.. but he just confuses me. But his behaviors are odd. Here are a few that have happened.
He will engage fully with me making me laugh, having full focus on me in a group setting where he reaches and grabs my thigh/knee under the table and squeezes it 3 times in a joking manor.
It’s happened almost every time the eye contact and I have his complete attention when he’s talking to me (We were all out for drinks) he is a nice guy so he’ll buy me and other drinks too. But why he hasn’t really touched me outside of hugs of hello and goodbye. (It didn’t make me uncomfortable but I was taken off guard by it) that same night he said he still is meaning for me to come meet his cat? Never followed through on that. So why say that
That same night his friends said to him you should give her your friends info maybe they will hit it off and go on a date. Just flat, no expression, no enthusiasm in his voice and just says “I don’t have socials” and then no one brought it up again he just froze and didn’t even entertain the idea! while everyone else was super enthusiastic when they brought it up to him…. Total block. Why? It’s annoying.
Then another time while at outing he was there, we were talking then it kinda died off so I turned to my right and started talking to the guy next to me…this guy will call him Dan and I were laughing have a cool chat… and here he comes from my left interrupted mid way steps over and just throws his hand up to the guy Dan and says “hi, I’m (insert name)” then doesn’t say another word to the guy and then Dan whom he shook hands with he completely stopped talking to me…. 🤦‍♀️ I was like ummm what the hell.
I don’t understand. Help me out. I’m not sure how to decode this. Because outside of this he doesn’t reach out to me and he could if he really wanted.

I’m only assuming because it can be a while in between when we all meet up again. But he doesn’t go out of his way. That night he tried to when I was trying to find a ride to the restaurant after the event. “I had gotten a Lyft “ when another friend said I could right with him. But then said “oh you should ride with him!” And I said “I was riding with you and now you’re pawning me off? What the heck” I was joking. I thought it was weird I was being shoved towards the interrupting guy. Where I then he said he wasn’t going to go eventually but said he would drive me if I couldn’t find a ride. I was feeling kinda salty so I rolled my eyes at him. He in a way got serious and said “no if you can’t find a ride let me know I’ll come back and get you”. So I just said I appreciate that and left. But he had a moment where he was saying “I’m serious” after I rolled my eyes. He may like me but I have no idea. I have 5 brothers so I have evolved into being blind because I assume we’re all just friends

Well call him up one day and say hey are you serious about if I need a ride you would give me one
And then kind of giggle a little bit and if he says yes I can come pick you up I can give you a ride where do you want to go and tell him you know wherever and when he gets there and you get in the car just having to drive around the block and pull back up to your house and say hey do you want to come in for a while

I mean when he touched your leg and if you look deep into your eyes he would have seen what you were thinking..
Just be straight up with him call him up and say hey remember that night that day well it did something for me you did something to me LOL so you need to come over and fix it. But if you like him you have to pursue him especially if your next get together is months down the road you know who knows he could bring somebody with him but I mean there's all kinds of different ways in a joking way to get him to come over
