Why would a much older man suddenly start reciprocating interest?

Before he was friendly enough seemed quite anxious and closed off, and would often have his phone in his hands talking to me… then he also went sort of hot and cold

and now he’s very friendly and open, and he’s always blushing and smiling when talking to me… did he just need to get to know me better?

I’ve also noticed that the eye contact he gives me is more intense and he looks at me sort of curiously with wide eyes.

If he's much older than you he probably was blocking himself from having too much interaction with you even though he was attracted but he didn't want to seem inappropriate. But now he's letting his guard down especially if he knows you're 23 and well over legal age.

because the MeToo movement is still prevalent in today's society and no one knows whose willing to abuse this power

men making the first move doesn't work anymore. it's up to men to determine interests before making a move or having women make the move in which if she makes the first move it shows she's interested enough to give him a pass for not making the first move
