Or you make eye contact and he quickly looks away and begins to whistle?

Of course we could say that this was some sort of flirtatious thing but honestly it could just be a bit of acknowledgment. Like you had the awkward moment of catching each others gaze, he probably wasn’t sure how to react in that moment and just sort of laughed and waved it off. I don’t think that it’s worth any excess thought though.
