I’m just wondering whether I should get over this guy. But I have very strong feelings for him, so it’s very difficult. I get the feeling that he doesn’t want to pursue or just isn’t pursuing for whatever reason.

I think the reason why is important. If he is your teacher, his reason is probably the unprofessional nature of a relationship with you. So once he is no longer your teacher a relationship would no longer be unprofessional and he would date you.
