That is not a sign of someone crushing but only an interest in that person. There is a difference between a crush and just plain interest.

If you want to know for sure, then your only option will be to ask him directly but there is a negative side to it.

If he realizes that you notice and come to him directly with the question, he will deny it of course because, let's face it, who likes to be placed in front of a cold fact?

You can also simply ask him "why is it that you are staring at me all the time?" and see how he reacts to that question. If he blushes, you will know that you caught him off hand and if he denies, then you know he is lying. In that case, I would simply ignore that guy because he does not seem to be honest to admit that he does stare at you. That is a red flag.

It could be curiosity. The next time he looks at you, you look at him, smile a little and say good morning and then see what he says.
if he doesn't take the conversation forward.
Then keep saying good morning for 2-3 days and then one day don't say it and see if he says it or not.
as soon as you feel that his intentions clear, take the conversation forward slowly
