Why do men make it so obvious when they stare at that area?

I was eating at a place in a spot where there were no other people because it was so quiet due to the holidays.
When I sat down, I took off my jacket. A staff member came over to empty the trash, and it was obvious he was staring at you know where. He didn’t even look away when I noticed it. His eyes got big, and he just stood there for a few minutes.

LOL I remember when I was about 19 and walking through the mall with my work buddy and he started elbowing me and muttering "Zag! Zag!". I was like "what, what?" and then I looked up to see this girl practically bursting out of her top who had been walking toward us and now was about 5 feet away and I audibly said "Oh!" while looking right at the cleavage. Talk about a dirty look...

He gave me shit about that for a while.

Doesn’t always mean we’re starring. Some men just put their head down cause they don’t want to make eye contact because they may think it’s rude or they don’t want her to think he’s a creep or something. So of course your eyes just look down. Even in some cultures that happens.
