Is this guy being shy?

I have noticed this random guy gazing at me now and then. When I look back at him, he will smile and hold eye contact until I look away.
I eventually plucked up the courage to say hi to him last week. He was walking towards me and we both made eye contact and he smiled. So I decided to say hello. It was just a quick “hi you ok” as I walked past, and he smiled even more and looked down. I think he may have said hi back but I was gone by this point lol.

This is where I get very confused. Every day that I have seen him, we have been in close proximity and I have gone to say hi to him but he has been avoiding looking at me. To the point where he is actually turning his head in another direction just to avoid looking at me, despite me only being inches away from him.

Is he being all weird and shy?

I have a hard time getting these two to fit together:

It's kinda weird that he started out having the courage to do a "flirty staredown" with you, then doesn't even dare to look at you after you started to actively engage with him.

I honestly can't even think of a theoretical explanation. I really hope someone else here can figure it out, because I am now curious as well. :)

No, it does seem odd doesn’t it? Like why would you stare at someone and then ignore them after they say hi. It’s a rather strange scenario. Please don’t apologise, you answered and that’s all that matters! And it’s a great answer ☺️

How does he relate to other girls around him? It becomes clear whether he is socially awkward or shy.

He doesn’t talk to many girls from what I see, just girls who work in his department. I don’t work in the same department as him.

Sounds like he’s shy. Observe him when he’s around other women or men and see what he’s like, he could be confident with them but not with you if he likes you.
