I would not call that weird. Being shy is normal for a lot of people and that is just their normal reaction to being around people they like. For a lot it is just the lack of knowing what to do or say because often times you are faced with the person you have feelings for by surprise. Just like running into anyone. Shy people often will get overly nervous which only compounds the problem of what to say or how to approach this person. Their minds will jump from one thing to the next at warp speed. So it is not weird or abnormal and many people that are not even shy around others in general will get like that with someone they really like. It is just human nature and not something that is strange.
