She could walk away and have nothing to do with him as a heartbreak that may arise would be difficult to handle if he ends up with another girl. It's perhaps that he enjoys the company of you but doesn't have physical attraction with and he uses you as a practice dummy (no offence there) for his "game" so he thinks he can do better and find someone different with the feedback he gets from interacting with you. Well not that the best way, but I text him that I liked him and he never responded. I still see him and he acts flirty but he’s never mentioned it.

Yeah you reckon? I don’t know, he does seem to really like me at times, like he wants to spend time together. I thought it was genuine, as he seems so happy and smiley with me but then I think is he doing it for attention and because he knows I like him.

Yeah ok, not the best way. I said in a text that I was attracted to him, wasn’t trying to pressure him and wasn’t even sure wha to expected from it other than to let him know. He never responded, but I’ve seen him since. Sometimes he flirts, it’s confusing

Is it anymore cruel for a woman to do it? Women do this to men CONSTANTLY. To answer your second question, yes. It is kinda cruel. But that wasn't your first question. Your first question was, "is it weird". No it's not weird. It's quite understandable. He's doing it because he's getting an ego boost at the expense of hers. Much like so many women do this to men. So many women do it to men because si many women do not even consider a man has feelings. I've heard many women say as much they say men do not feel emotional pain because they have testosterone. It always makes me wonder if these women really do believe thier own bull💩.
So no, it's not weird. Cruel, yes. Weird? No.
