Why would a guy flirt with you personally but then "rejects you"?

There's a guy I saw at a bar and we exchanged eye glances many times. After that I added him on Instagram but he doesn't do anything... The maximum he did was like one single photo of mine. I texted him another day he said he remembered me and that I kept his attention, also asked where I was from and we kept talking until he saw my last message and didn't reply. Yesterday I sent him an hello which he didn't reply and was still not seen today so I deleted it. I don't understand why he looked like me so many times but basically is rejecting me right now. 😔
