Mostly, he's evaluating the likelihood of rejection. The higher the perceived likelihood, the less likely he will approach.

Most guys expect to be rejected, but HOW they are rejected is a big deal. Many women are insanely cruel and condescending, which is a big reason so many men have just walked away from dating entirely. Ironically, this also means that the most attractive men - the ones most women chase and dream about - don't have to try at all and have no need to even pretend to be exclusive or faithful. They can easily and near-instantly replace one woman with another, and doesn't need to take any of them seriously. But this is a very small percentage of men - the vast majority of men are invisible non-persons to most women.

Women have put themselves in a position where they now have to take a lot more initiative - either outright make the first move or at least making their interest FAR more obvious (hints are no where near enough).

Seriously? I'm usually out solo and bored. She takes the seat next to me. What the hell, maybe I can kill a few minutes talking to her. Who knows, maybe she's interesting. Worst case, she's not interested and I go back to being slightly bored and people watching.

I have a split personality when it comes to hitting on women and I’ll tell you what, it’s ass backwards. Anytime that I put on my game face and ready to make shit happen, I fail. I fail miserably. Then the times I couldn’t possibly care less about picking up chicks is when I seem to have the best luck. It seems the less interested you are in them and don’t give them any leeway in conversations, the more they are into you. It doesn’t make much sense but it’s the formula that works for me.
