Is emotional cheating worse than physical cheating?

If you found out that someone had been emotionally cheating, would you forgive them or dump them? Is it worse than physical cheating or not?

I would have to know more context on exactly what the emotional cheating was. Generally, I would consider physical a lot worse.

Like when a guy say gives you a lot of intense eye contact, locking eyes, emotionally tethered to you, gets a bit awestruck, seeks opportunities to spend lots of time with you, leans in close etc.. that kind of thing, but not fleeting over a 6 month plus period. You know something is there

Unfortunately, I have had one experience with a girl that was like that. If I was seeing a girl and she did that with another guy for that long, I wouldn't be happy.
