Does this guy really want kids or is he just making excuses?

A guy friend of mine (34/35) is looking for his future Miss Wonderful. However he keeps dating older women and then not shifting gears to the next level bc he claims he wants to make babies.

Fun Facts:

• He genuinely likes older women. The youngest he's had was 40, the eldest he's had is currently 55 and he still likes to take her out from time to time.
• He's got mature mannerisms and tastes and is very direct like all his mentors who are also in their 50s.
• He doesn't like any gal in her 20s or 30s be he claims they're all crazy...
• He claims he wants to have kids (multiple) and has calculated that this means he needs to meet a gal who is in her late 20s/early 30s so they can date 3-4 years and then settle down and have a family.
• He's SEEING a gal who is 40 NOW... and she's willing to marry him now and have his kids... they've been on and off for 3-4 years. He keeps stalling "bc she's older and from a different religion."
• He's nice looking so it's easy to introduce him to new gals who are within the desired age range. He'll always politely chat with them but will never ever take their numbers/names.

I've personally introduced him to at least a hundred gals in the past year, but he kind of stays put and stands next to me all night at whatever event we're attending. He acts like an old man on an observation deck. I don't get it! He has so many great options, why is he still stalling to connect with gals his age? Is he just lying to himself and really just craving the older women?

I'm 31 and as attracted as I am to some older women, I'd never ask them out as I want a family of my own. The only way that would change is if I already had kids of my own and I'm divorced or separated, which would not be ideal, as I'd want my marriage to last.

I think it's already a wrong move to date someone with different views/core values. It's for that exact reason (kids) that it can become an area for conflict in the relationship..

I think that's a lot of guys, though. I mean... at least 1/2 the guys I know (broad range from 35-55) who say they want to be married with kids do crazy things that show they'll never ever be serious about building a family... and they're not bad guys. Maybe they've just seen to many bad relationships and are scared.
