If a guy blinks lots and eyes water when staring into a girls eyes what’s it mean?

There’s a guy who I’ve noticed has started to lock eyes with me and at times when we sit near each other, his eyes go watery and he starts blinking when he’s talking to me, but he keeps staring into my eyes, what’s it mean? Does he like me? He doesn’t do this with other people, but I’ve never experienced it with a guy before, so why’s he doing it.

Eye contact can be a relatively big indicator if he is shy. I don't know if blinking means anything. If he only does it with you, he might have some romantic interest.
