This is why many people leak mixed signals. Some people aren’t intentionally playing games they are as you said conflicted. Part of them yes, part of them no…. Sone people just don’t know yet especially in early stages.

Just be clear and communicate… If he wants a date great. If not move on. If it’s not a clear answer balls in his court and eventually you can move on

When a man is confused about his feelings and is showing signs he is confused about his feelings, his behavior might be erratic. He might make you feel desired and give you all his attention during the 'hot' phase. Then he may pull away just like that and act cold when he feels like he's catching feelings for you.

Has he himself actually confirmed having romantic interest in you? If so then you should ask him why he feels conflicted about those feelings.

In general? Not really differently than how you act when you are conflicted? I mean you both belong to the same species. But if his personality is very different than yours, you'll have a hard time making sense of his reactions. I think it's much more reliable to keep talking with him until you understand more of his persnoality, instead of trying to guess signs on your own

I feel like he would be hesitant in certain actions towards you like one moment he would try to flirt with you but when there’s sexual tension, he would pull back.(but why are you asking this?)

It depends on the reason for conflict. It's possible he might not be prioritizing being in a relationship. That doesn't mean he wouldn't be willing to try if the right opportunity came along.
