Why do some men keep staring at, following, or bothering me?

I parked in a certain place and the thing is if a car parks behind me I can’t get out because of the cars parked around and the structure. This man parked in a different spot before but he looked straight at me with a slight excited look on his face and parked behind me so I couldn’t get out and had to squeeze out and ask someone else to move. Another guy parks near all the time and then constantly looks at me. Then another guy kept looking back at me with a smirk on his face. Also I get followed by men every single day anytime I go somewhere there’s always a man who so happens to pull in next to my car and they sit their for about 10 minutes and then drive off while staring at me with a blank evil expression and this has been going on EVERYDAY. Then I deal with certain men give me dirty looks usually the ones messing with or giving dirty looks are not attractive. I had pictures taken of me and been recorded. I had guys come up to where I am stay and what I think is record me through the gate or flat out follow me and majority them always have a smirk on their face while looking at me. Men just seem to enjoy annoying a woman I don’t understand what is their issue.
