Why do girls ignore or not notice some guys they might like?

I know that there was this girl who did give me signs of interest every now and then. But on some days, she would just talk to other guys and ignore me but not flirt with them, and her friend usually talks to me. She would touch other guys but isn't touchy-feely towards to me but is receptive to my touching. Otherwise, she would tease/play around with me or do something out of place to get me to notice her. It's been back and forth, back and forth for months and I still can't tell whether she lieks me or not. Does she want me to come up to her? Or does she want me to leave her alone? Is she just messing with my head? I'm so confused that it's literally driving me insane. Lately, I've been getting angry about this and she doesn't speak to me. her friend makes a conscious effort to try to say hi every time she sees me. I don't know what's going on, so how am I going to approach this situation?

Well, I'm confused here. I know that the girl likes me and I like her back. Her friend is her roommate and it sounds like that either she likes me or something else, but what could I do?

even though she did ask me out to lunch once, I kinda declined cause I wasn't hungry. I asked her out this time, she told me that she wasn't hungry, she paused, and then she just mumbled about her roommate.

and well all her friend says is just hi whenever she notices me. I don't know.

I do both. I notice the guy I like and talk to him if he starts to talk to me first. BUT I AM VERY SHY when it comes to my guy. I like ignore him because I'm too nervous, too scared to look him in the eye because I feel like I will reveal everything to him by looking at him in the eye, and I'm scared to act stupid/be too flirty. I like don't know what to say because I'm so busy looking at him and trying to take it all in that I am in just like "awe" and get more nervous the longer I wait to talk to him. So it is "safe" to ignore the guy until we get the guts to make a move/start talking. Ok and the friend might definitely like you if she goes out of her way to talk to you. Or she could just be trying to figure you out/get some info for her friend that ignores you to see if you would be "dateable." Some girls come on strong and go out of their way to talk to a guy they like (like the loud/outgoing/extraverted girls) but I would say most others don't , which is like me.

I know I would talk to other guys (besides the one I like) because I'm afraid it'll be awkward if I've flirted with him before. Or I'm afraid I'll make a fool of myself. Or I just don't know what to say. And WHOA if her friend is always talking to you maybe she likes you and this girl doesn't want to get in her way of liking you. I don't know if you got that it was kind of confusing..?

I ignore guys I like because I think it's just overwhelms me too much...like the feeling I get when he enters the room. And I just can't look up at him. I keep my distance. I wish it didn't happen and everyday I say to myself I will do something different but it's the same thing. :|

I'm shy with the guy I like. I wait for him to say something to me first, to see if he's interested in talking to me. So, maybe you need to be the one to approach her because she's not sure if you like her, want to talk to her, etc.

FIRST OF ALL the number one thing to know about girls is that: they LOOOVE to play games with us guys. They don't want to seem slutty by coming on too strong; and they don't want to seem like they're prude or shy by not talking or flirting at all. They stay right in the middle of the road just so we can't get around them to see where they're heading to. (like the analogy haha) If I were in your shoes, the thing that I would do is see what's up with the friend. maybe she likes you and the girl your going crazy over is just keeping her distance from you for her friend.
