Why does he look at me like I'm a piece of meat and he's a starving wolf

The guy see at work always gives me a scolding look or a really cold one. Sometimes I see him watching me. I don't know what to make of that. It kinda of scares me a bit. My friend from work said its Because he likes me who the hell stares at people like that its intimidating. We never spoke to eacother ever. I went to clock out to see what he would say or do. He sat there like I wasn't even there. Wtf. my friend said to say hi but when I work up the nerve to say hi or smile at them I usually get a negative response like they give me a weird look or they look at me like I've affended them. So you can imagine how hard it is to work up.the nerve to even try to say hi or ask him why he is starring.
