First off 17 inche arms of muscle and 17 of fat look very different ( as you obviously know). I think the important thing is being proportional. I have 19 inch arms which seem big but they are proportional to the size of my back, shoulders, traps, chest, etc. I think another very important thing is working on forearms. A lot of dudes at the gym think not doing forearms will make biceps look bigger... and it does but then it looks stupid with these tiny forearms with no toning to them.

Depends on a few things. If you're 5'6, 17" is pretty big. At 6'6 not so impressive. Also bone structure and how lean you are, I have 16.5" arms at 5'8, but I'm big boned and a bit overweight so they dont look like much.
