You're not supposed to cut cards out of your diet, you need to remove REFINED carbs from your diet, aka white carbs. Replace them with whole wheat carbs, which have a lot of fiber, vitamins, and help keep you fuller longer, which is why they are pretty important to include in your diet. Also, include milk, not just water: milk is a great after workout drink because it'll help you build muscle (which blasts fat and makes a flat tummy) as well as it'll help keep your bones strong, as lot of women will suffer from osteoporosis in their lifetimes.
What I did when I put on a little bit of weight was exactly as follows: no pork, no red meat, only white meat chicken and fish. Whole grain carbs (such as rice, pasta, bread, but not for every meal), low fat dairy (skim milk, cheese, fat free yogurt), and lots of fruits and vegetables. Definitely drink a good amount of water and definitely exercise to see the maximum results (aka getting the more shapely body instead of just losing fat).
Do it safe, do it healthy. If you just starve yourself, the weight will end up coming back if you end up giving up.

Another way to lose weight is a schedule change. You can increase your metabolism by eating SMALL amounts throughout the day. Say you eat five small meals a day of healthy foods instead of maybe skipping breakfast and having lunch and dinner. But don't avoid exercise completely! Its good for you in so many ways! Even just going for a walk every now and then! And you can make it more than just a walk, make it an adventure! Take a friend and go somewhere you don't normally go! It can be so much fun!
its 80% diet and 20% exercise. 80% diet doesn't mean eat less, it means eat right. make the correct food choices, the healthy ones. you will then by default consume fewer calories whilst getting all the nutrition you need.

(Mind you starving yourself of essential nutrients will NOT make you feel good) Eat less sugar! SUGAR causes weight gain, carbs will not effect your body at all.
lol well there are carbs in veggies... its more about cut the refined sugar, add protein and healthy fats, portion contol, yes to the water, and exercise is not NECESSARY but it makes getting fit a ton easier
you need protein etc. - cut down on processed foods, white flour, sugar, etc. and start exercising. Also get plenty of water. Just veggies and water is unhealthy.
