BODY BUILDER/FITNESS PEOPLE? HELP?

I'm 18, 5'3-4, roughly 160-170 lbs. (it keeps fluctuating). I wanna lose weight in my stomach and arms but everywhere else I just wanna keep building muscle. Any suggestions for how many sets I do on which machine or what food Is beneficial to achieve my goal? My target areas to build muscle is mainly my butt and chest. I want a ridiculously big bubble butt and I heard that in order to do that it's more weights less sets? I need help coming up with a fitness plan. Help?
