It all depends on the person's build and how much of that is muscle mass. I'm 5'4" and at my lightest I was 125 and at my heaviest I was 195. I have an athletic build with naturally a bit of muscle mass than your average girl and I distribute fat on my body very evenly, so it's not as noticeable as it is on other girls. In my prime (ha), I'd say 135 was really good. 150 is where I got chunky and 165 is where I got "fat".

I would say it depends but usually tall people weigh more, there's a difference though obviously between having your muscles weighing more than fat or vice versa.

okay per your update, for 5'4 overweight probably looks around 155ish, assuming she has no muscle.

Fat is about look not weight. Some people can be heavier and not be fat because their body distributes the weight better.
