Why does my skin look lighter when I wet it with cold water?

because of the cold the blood vessels move closer to your bones to preserve heat. so in the absence of the red tint that blood vessels produce your skin looks paler

Your blood vessels retreat lower into the skin surface to prevent heat loss. Blood is what gives skin colour. That's if you're white, if I'm assuming correctly.

I never used cold water that much just warm. Plus, this happens when it gets really cold outside every year. I guess the cold water gave the same effect.

Same reason why people are paler in the winter.
