If she's neither a bodybuilder, missing limbs, nor otherwise has an abnormal body, BMI usually provides an accurate target range. For a 5'4" female, 110-145 lbs is considered a healthy range. Healthy is hot. "Ideal" weight will depend a little on what one wants to do with her body and the shape and size of her womanly features. A gymnast or cyclist will likely end up in the lighter half of the range, and a wrestler or rugby player may end up in the heavier half - or in rare circumstances, out of it.
Body composition is also important. If one isn't planning an extended fast or an arctic swim, she likely doesn't need very much body fat. Women require a larger body fat percentage than men and it's tricky to test, so it may require estimation. Often a woman of a healthy weight can afford to lose some fat, gain some lean muscle mass, and stay roughly the same size while becoming stronger and appearing more "toned".
I suspect that the 5'4" women I consider most attractive are between 110 and 120 lbs.
