Tight defined calves and bulky quads. If you ride properly, the calves will be very tight and sharply cut. You should ride with the ball of your foot on the pedal, pressing downward with your foot on the down stroke. You should get flexion and extension of the ankle with every cycle. If you ride with the arch of your foot on the pedal, and don't press with the ball of your foot, then the calves will not be as cut. The quads tend to be more bulky rather than tight and cut. Although the lower quads just above the knee cap sholud be well shaped.
Riding actually works most muscles in your body. When you pedal, you counter that with your core, shoulders and arms. It's asymmetrical so it works the X of the core.

Cycling strengthens the thigh and calf muscles and empowers the development of those areas in terms of fitness and health. If that's what you mean, then hundred percent Yes.yes... just as the picture, muscley thighs and tight calf muscles too. its actually one of the best non impact exercises for all other muscle groups too and cardio vascular health
Tight as in cramp up? Sometimes yes such as when I perspire all my minerals out and have not replaced them fast enough. Tight as in tone up? Yes.
I also do other exercise so I am not just cycling. Weight train and I also hike.I'm not a routine cyclist, but my father is. His legs are strong and firm so it should help ladies too.
