Kinda. It depends on the woman. On an average to skinny woman, those are big. On a plus-sized/fat woman, those are small and saggy. A 38" chest implies "plus-sized"/bigger girl, since 34 is "average" and 36 is "curvy." But like I said, a double-D would be big on a medium or small girl, and not too impressive on a bigger girl.

That depends on your height, but 130-150 lbs is average weight on a woman (ignore that 170 BS; that's because Americans like me are overweight AF).

When men talk about size, we refer to height, weight, and body type. Not just weight. And without a picture, it's kinda hard to tell.
