Girls, is the smell of scented pads and tampons obvious when you wear them? can other people smell it?

Depends on brand and how heavily scented they are. It's possible to choose that. There are neutral, parfumed, extra fresh (extra parfumed) etc. Depends what works for whom. Scent is typically not bad. Neutral ones also have scent but it's very light and airy and it feels clean.

Well hypothetically that you open a new pad in front of someone of course fragrance will reach them. But through clothes it can't be felt. It rather acts as blocker of uncomfortable scents of the body if they exist. The fragrance are chemicals that react to body odour and neutralise it. So the original fragrance goes away after contact with body. Purpose of fragrance is to mask bad scents and make you feel fresh, not to project some scent few meters away from you.
