At least in the upper body, they almost always are. The grip strength of even an elite female athlete tends to only rival the average man. Just the grip strength alone puts them at a disadvantage in any sport that involves gripping or carrying things.
In terms of the lower body, I sometimes wonder about it. For example, take Florence Griffith Joyner. She's the fastest recorded woman in the 100m dash with a world record of 10.49 seconds.
That's not even Olympic level for a man and nowhere close as fast as Usain Bolt, but she was only 170cm (5'6). Usain Bolt is 195cm (almost 6'5). It'd be difficult to even find a man who is 5'6 able to sprint 100m in 10.49 secs. So in sports largely revolving around the lower body, I suspect the top women can do quite well.

There are also so many other factors like testosterone driving muscle growth and recovery, bone density, etc. Also when matching men and women by weight, women generally tend to have to carry more body fat to maintain their health and fertility. Women also have to deal with menstruation and the swings associated which impacts their training in ways we guys don't have to deal with.
Because that fullness and thickness is (essentially) bone and fat, not muscle.

Because men are physically stronger. An average man is stronger than an average woman and I think you know this too so I don’t know what your point is. Women’s fuller and curvier bodies aren’t due to muscle but due to fat. Muscle is what makes a person strong, fat isn’t. Women have a higher body fat percentage then men because it’s needed for a healthy monthly cycle and potential pregnancy and breastfeeding period.
So you feel out of a man and woman of similar height and weight... a man would be " stronger" and more powerful although he looks bonier with edged body type and the woman looks heavier fuller thicker with curves?
@insteadfew, she doesn’t “feel” that way, it’s scientific fact. Some women are physically stronger than men, but on average, mens greater bone density and muscle mass among other things from Testosterone gives us a significant strength advantage.

Because fat isn't muscle and testosterone produces muscle, while estrogen produces fat. Also, the "average" man is still heavier than those women. And yes, I know, this is probably a fetish for OP and he gets off on muscle chicks.
Because men are quantitatively and the objectively stronger.
