Why do I feel cold all the year even the highest temperature was 23C?

Your body becomes conditioned to what it's used to.

If you make life easy, with lots of layers and central heating, your body will naturally choose the path of least resistance, and go along with it.

Obviously depending on your health and physical condition, you should condition yourself to become used to the cold. Wear less layers unless it is actually cold. See Wim Hof, cold showers etc.

Also do you physicalise yourself sufficiently? Working out. Challenging yourself periodically to keep your hormones and blood flowing.

If you're just sat in front of a computer all day you're likely going to be cold.

Iodine deficiency, followed by low selenium, low magnesium, low D3 and other nutritional deficiency.

23°C isn't that hot - I'm always dressed in layers at such temperatures.

... but I'm wearing long underwear year round - even in summer when it's 35°C or more.
