you probably cannot get rid of all your belly fat. a flat stomach is something which is genetic. i have been, at times, seriously underweight due to my illness and have always had a pudgy tummy. it is not unlawful, immoral, unattractive, nor even unhealthy. lesbians are often fond of it, if that helps!
with respect to exercise: exercise is not good for losing fat. most of your calorie loss actually comes from various small uses of energy throughout the day, and when you start to exercise, and begin to exhaust calories that way, your body will compensate and will use less energy throughout the day. you ultimately will burn more calories than your body conserves by exercising, but it will make much less of an impact to your total daily calorie expenditure than you'd think. this isn't to say you shouldn't exercise—everything good about exercise is still good about it—but its relationship with body fat is not straightforward. i am writing this paragraph to counter some misinformed comments in other answers such as: "[fat around your waist] will breakdown with cardio" (it won't).
reviewing this a year later, i want to add a slight correction: high intensity cardio, such as jogging or hula hooping, for 15 minutes a day, for about five days a week or more, has been shown to alter body composition such that fat from the abdomen and hips is redistributed to other parts of the body. so fat from around your waist won't be "broken down" with cardio, but it will be redistributed, possibly to a significant degree.

I am assuming that you are trying to get a male's opinion. As long as one keeps a small waist the visual will work. Cottage cheese quads etc is not acceptable to most guys as that will breakdown with cardio. It is about the waist on all women even the very thin ones.
It's not illegal. Some men won't find it attractive. Some will. You get the final say -- you can live with it or try to eliminate it.
