That is for the more unruly patients the ones who cause issue and are mean and bite!

Not every one who comes in is sane or willingly there. Many hospitals also see prison patients.

They will just cause the medical supply store sells them all like this! It's sold in bulk not really changing because of the exam room.

Like school desks for students they order 200 all the same. Hospitals order in bulk

However that is a obgyn chair and probably has the restraints removed.

Still the legs cause they need those but most others should be removed
