That's clearly overweight and no qualified medical professional should be saying otherwise unless looking at you it's clear that you're a high performing athlete. That's about a 26 BMI, which isn't the greatest indicator, but it's something, and if you're asking a bunch of randos on the internet I'm going to go out on a limb and say you don't look like a performance athlete.
I was actually obese as a kid. If someone had checked my azz early in life instead of all that feel good "you look fine" shite then I'd have had a much easier time getting in shape later.

It's overweight, but you can be overweight and healthy still. Everyone carries their weight differently especially for women, which is decided by your genes, so there's no definitive answer. The BMI isn't meant to be taken literally, but as a guide.
Go off of how you feel and what medical professionals tell you.

The BMI is bullshit and doesn't take muscle mass and bone structure into account. If you have big bones and a lot of muscle, you're probably not very overweight. If you don't have big bones and a lot of muscle, then you are most likely overweight. Ask your doctor. If you don't have jiggly fat, then you're not fat. It's as simple as that.
