Women seem to consistently demonstrate substantially higher hip flexibility in a similar way men consistently demonstrate substantially higher grip strength, and I think hip flexibility is the primary way we intuitively assess flexibility.
So I'd go with "yes".
But only for the dumb people out there, which is certainly not you, that "yes" doesn't mean all women are more flexible than all men. I can't believe I have adults responding to me in ways which demonstrate any confusion in what I meant in this regard as in, I'm talking about distributions between groups and not truths which apply to every single individual of a group. This is statistics 101 stuff.
Mobility is another matter though.

Generally yes, but of course that's just on average. Many men are far more flexible than the average woman, just as many women are far stronger than the average man.
