Building muscles without looking bulky?

I've seen women who look bulky, have broad shoulders and a back like a man , no steroids or anything from that kind , women can actually get bulky

I've also seen some have really big thighs (muscles not fat)

should i do light weight more reps OR

heavy weight less reps?

and by weight i mean nothing more than 5kgs
