I've been strength training for 5 years and I'm not bulky at all.
I would suggest the bulk is mostly just fat rather than muscle. And comes from consumption of excessive calories. And eating really fatty, rich and dense foods. I eat largely plant based and keep my fat intake quite low. I eat a lot of complex carbs.
Reps are key. More reps you do at a single weight the more lean muscle and toneage you'll get or gain. Higher weight and shorter reps will got more bulk. And more strength.
That second pic is not bulky. Its some but not what I would call bulky. More of being defined and toned. in my opinion.
people say that light weights with more reps makes u bulky and higher weight and shorter reps make u lean , everyone says something different
Lift heavy with low reps (5-8 reps). That will give you strength and extra muscle, without bulking.

Don't take steroids. From my understanding the women who try to grow extreme muscles usually are taking something like that.
It's very hard for women to get bulky. So pump iron till you hearts content.
