It's good if their maintenance tdee is 2,800-3,300cals. If it's not, then losing that much weight that quickly as not good. If someone fasted to lose that weight, their maintenance tdee would have likely needed to be at least 2,500cals. But even still, they would lose a ton of lean tissue, bone density, they'd be more nutrient deficient, have a weaker immune system, etc.
