Does having positive herpes antibodies for hsv2 with no outbreaks mean past infection and you aren’t infected with herpes?

Let’s say you are positive for hsv2 antibodies and you never get an outbreak blisters then you don’t have it and don’t need to disclose? And if you never get outbreaks. My doctor said I don’t need to disclose to people I have sex with because it’s a past infection and you can’t spread it unless you have an outbreak. So basically it’s dormant and you can’t spread it and you were exposed in the past?
