If it's possible to work in shorts and t-shirt, I would choose work hard to cool down, because I don't like being cold.
I want to work in a climate conducive to working, not too hot and not too cold.
In my country there are regulations, and the temperature has to be reasonable.
But I've worked in both hot and cold environments, and I can say with confidence I didn't like working in neither situation.
What country do you work in?
I've just realised I've given a double negative, meaning I like working in hot an cold environments, which was not my intended message.

Most countries regulate workplace temperature, but nearly all nations require a "safe" working environment ie Europe and North America, and there are International Standards that help companies satisfy their legal obligations for workplace safety.
Oh give me cold weather every time. We are in the middle of a nasty summer here. A 2 shower and 2 sets of clothing per day summer. Oddly, for maybe the first time in my life the heat isn't bothering me as much. But I'll still take fall and winter over summer.
