No. I think it appears that way because women are on average much slimmer and carry less leg muscle. In that way their legs look proportionally longer, but I don't think that a girl's tibia/fibula length is higher in proportion to a male. I'm guessing an average female probably has about the same sized legs as an average male of the same height.
I think so. My male friend who's taller than me, well when we stand up with our backs to each other my butt is like way higher then his and touches his lower back. I think men have longer torsos in proportion to their legs, and women have longer legs than their torso. Usually.
