Just try to tone problem areas. I'm the same height and weigh 115 pounds and I have similar problems. Just target areas instead of trying to lose weight. Ex. if you have a bit of a stomach do some crunches and ab workouts. Your weight is perfect for your height! Good luck(:
117 doesn't sounds pretty thin, even for 5'4. It's hard to say though, because a girl's boob size and waist width are variables in this equation. Since you have an hourglass figure, I'd say 117 is too thin.
Stop looking at the scale, because the scale says you're thin.
Workout more and eat more protein. You'll get nice shape and have less fat.

and I have tons of muscle in my leggss I don't eat protein though like ever ha ha and I used to work out and I started LOSING when I stopped working out and just watched my food intake:P
You're at a good weight based on your height. But if you see differently, it's likely due to low muscle mass (making you skinny-fat).
Leg muscle is hot.
