Honestly. With my dog, a cup of tea, and a good book. Partner can go celebrate how ever they want. Sounds awful but being an introvert and trying to be in a relationship is TOUGH.

I'm going to "celebrate" it alone at home. Like every other year.
I prefer celebrating new year out of the house. Maybe go to a trashy pub, get some cheap drinks and just chill.
With friends. Or if I had a girlfriend, just with her would be better than alone. I like excuses to celebrate something, go out , drink , eat dance.
At home with a large group of friends, just like almost every year.
Only with family and/or a small group of close friends. Screw the party scene bullshit
Outside with a group of people having fun. It only comes once a year so enjoy it instead of being home like old people.
It actually comes every 365 or 366 days
I prefer with people, as with my partner would be my daily experience.

if I celebrate then it's with people who around me relatives, mates, friends and Neighbors.

Well i don't celebrate it at all. So i guess alone is my answer.
Done the party thing enough. Nice quiet evening with some chinese food about it.
I prefer to be home alone on New Year's. It is also fun to get in a small group of friends on New Year's.
Have only celebrated with groups a handful of times.
Times at home were far less hectic and complicated - especially if alcohol was involved.
